That depends upon what kind of racing interests you.
A good place to start is autocrossing, races typically held in large parking lots or old airports with cones. Minis do very well here, and you don't need much preparation for your car to get started.
For road racing, you will need much more preparation of your car and driver. Your car will need a welded-in rollcage and fire protection system at the minimum to run in stock classes, much more to run in more prepared classes. You will also need to get a racing license, helmet, fire-resistant suit, etc.
A good place to start seeing if you are really interested in road racing is also 'track days' or high performance driver education - a definite must if you plan to go road racing. These get you out on the track in controlled conditions and with instructors. Here, only basic preparation is needed (as this is designed to prepare you for more).
To get started, contact the Sports Car Club of America (www.scca.org) or the BMW Car Club (manufacturer of the Mini). Get in touch with a local chapter, go to an event, and talk to people. That'll get you started. Be smart about it and have fun!
Official Race Tracks will have 'Open Days' when anyone can take their car along and go round the track. Check with your nearest Race Track and see when the next day they are open on is.
