More than likely, nothing will happen to him unless he comes back into the states and gets pulled over again. He will lose his license in the states and have a warrant for his arrest but it's an extremely minor crime and I wouldn't worry about it unless he's planning on coming back.
If he does plan to come back, than I would just send the money in. That way he doesn't have to worry about it.

No, no police will attempt to have someone extradited for
speeding tickets. It would cost more money in legal fees
than could possibly be recouped from the speeder.
Also, I doubt highly that there are any countries that have
extradition treaties with the US for anything other than
felonies.
