How to open a locked gas tank lid ?

if the cover will not "spring open" when the lever is pulled inside the vehicle..then you need to pull the lever and hold it in the position while a friend gently pries open the fuel door.

then replace the spring clip which is attached to the fuel door hinge.
check your owners manual- it should tell you-often there
is an emergency release located in the trunk

use your key
Drill through the lock and then buy a replacement.
if it has central lockinng just unlock the car
some cars have a release switch to the side of the drivers seat.
Check if there is a small key of the ringkey you keep the cars keys on?
get a slide hammer from your local car shop, it will rip out the lock barrel with no other damage, then buy a new locking cap.
Use the key
maybe unlocking the doors.
Depending on which model you have, look in the trunk on the driver's side. Behind the carpeted panel there is a plastic release handle. Pull on that, and you should be good to go.

Clearly, if this is a common occurance, you should take it in to the dealer for service.
