The dealer tells me the creaking noise in my car was caused by a loose 'skuttle panel', what is this?

There are different understandings of a scuttle panel.
The dealer should clearly point to the offending item in his use of the term, and show how it has become loose. Then fix it.
It should be easy with a couple of self-tapping screws, done in minutes. Be suspicious of car folks that have more waffle & terminology than action.

The scuttle panel is usually the black plastic trim that runs from side to side just below the windscreen/behind the bonnet
