Try getting a European Driving License (which you should be able to get using your UK Driving License). Only problem is if the law says you have to be 18 to drive on a German road, you'd have to wait til you were that age.

No you will not be able to drive in Germany. You need to respect the law in the country you are living.

Yes you can. If you pass your test and you have a valid driving licence in the UK, you CAN drive in Germany legally. In fact, you can drive anywhere in the EU with a valid UK licence.
Please not that this does not mean you can HIRE a car, or DRIVE A HIRE CAR. You may only be able to drive your own vehicle (subject to insurance)
if you pass your test in the uk and get your full licence then u can contact the aa for an international driveing permit that will alow u to drive in most countrys

according to some info (see below), when I got that right (I work in Germany but I'm from Hungary and I'm not an expert from German :D), in certain regions you are allowed to drive, but till your 18th birthday you get a "temporary" license.
