How can I find out who owns a certain car registration no. that I would like?

go onto the dvla website and do a search
Apply at your local DMV for a lost title, if they can't find it you can get a new one as long as the title is free and clear,you know paid for,it about 25 dollars for a new one.
If your in the UK I don't think you can find out, unless you have a friend in the traffic police or maybe at the DVLA.
If you live in Switzerland your in luck, as every ones registration plate and who it belongs to is in the public domain. Great for stalkers I imagine.
DVLA won't tell you without good reason (such as a car crash). All you can do is identify the make/model/colour/year.
hi your best bet is to try an add in the local news papers where the car is or even try putting a wee note on the windscreen for the drivers attention
