Could anyone tell me when valve clearances for a 2000 sv650s have to be checked?

just bought a sv650 with 17500 miles will the valve clearances been checked

Well, this engine has "inverted bucket cam followers" which are adjusted with shims.
Shims you probably don't have laying around anyway.
There's no point checking the clearance if you can't do anything about it. I wouldn't bother with it unless there's obviously something wrong.
If you think you hear them rattling or something I would just take it to a Suzuki shop. That way if any adjustment is needed they'll have the parts.
