This is THE BEST method if you can still see the protrusion of the bolt. Simply file/grind two parallel flats on it and then use a spanner to undo it.
Failing that you can drill into it - use a drill about 1/3 diameter of the bolt and use a stud extractor tap.
What you need is a stud extractor set.

Yeh get an easy out. or if you can scrape a small slot at either end, you could use a screwdriver to get it out. If there is a bit sticking out the other side.. you could screw on two nuts and turn it a little until you have enough on the other side to screw on two nuts and then turn it out.
In the long run, you will be better off taking it to a mechanic. I know it seems like wasted money, but not having the aggrivation is worth it.
Stud extractors are expensive. a hole has to be drilled in the broken bolt, the extractor inserted and turned anti-clockwise. It works because it has a LEFT hand cutting spiral which cuts unto the broken bolt, and removes it. Better to have it done at a garage where they have the equipment and expertise.

If there's enough stud left and you can get to it, use Mole Grips or equivalent. They'll lock on to as little as 1-2mm if you're lucky. You can hold the devil's tail with these and he won't get loose. If you're buying some, don't buy cheap ones, the jaws will be soft and you'll get your money's worth buying quality ones (like the Stanley's- and, nope, I don't work for them).
If the bolt will come out the other side, in the past I've just punched the middle of the stud and used a normal drill, smaller than the thread. It'll usually lock into the thread and the vibration will drive it out. If it's a blind hole the bolts in or it's more than a nut deep though this obviously won't work, but you can sometimes then drive a screwdriver into the hole and twist out the remains of the bolt.
