Best case scenario, you just have an electrical problem that is preventing any kind of power to go to the starter, in which case maybe a thousand bucks can fix it.
However, if you've tried to turn the engine on, you're looking at a bent crankshaft, and let's not even start on the pistons; in which case you're looking at about $9000 in repairs. Wiring, distributors, cables, fuses, all of it. Oh, and you'll have to swap that engine. Might as well set it on fire and claim insurance.

Water inside cylinders, bent rods if it was running when this happened and you didn't turn car off. That's without knowing if all the other electronics are dried out.
You are in deep kimchi my friend. Cars have been totaled for exactly this kind of immersion. Computer, sensors, wiring, etc. Call your insurance company and good luck!

If it was flood water the car will be written off automatically by your insurance company because there is a possibility that there was sewage contaminating the water.
