I have a vauxhall vectra arctic 1.81998 and there is a lever under indicators what is it for?

If it is on the bottom of the steering column, then yes many others that have answered you are correct it is for adjusting the steering wheel height.

Sit with the engine off and pull the lever down as far as it will go, you should then be able to move the steering wheel up and down and in conjunction with moving your seat, you will be able to find the most comfortable driving position for you.

When you find a good height for the steering wheel, push the lever back fully into its original position.
