I assume you want to use it restricted as you haven't passed the test yet.
The SV is a great all round mid-sized bike (I had one) and isn't frightening for a fairly new biker. As it's a V-twin the power restriction shouldn't affect the low down grunt as much as a restricted 4, so maybe it would be a good choice.

Bottom line is, if you can buy the bike you really want, then do so, have it restricted, get your test, and de-restrict it! If you want an SV650, get one of those. If you want a GSXR1000 (and can afford one) you could probably have that restricted, but you might feel a bit of a tit as you'd be challenged (and out-accelerated) by CB500s etc.
Why would you want to restrict the horsepower on any bike?
Just get something smaller or excercise some self control when riding the SV.
thats like buying a new water hose , taking it home and put a kink in it right before you wash your car.
