To be road legal they have to have speedo, wing mirrors, lights, indicators, road tyres and be registered etc,road taxed, insured and number plates... just like a normal motorbike bike would.

Quads need to meet the same standards as cars to be considered street legal (i.e. turn signals, DOT tires, horn, rearview mirror, brake light, tail light, light over license plate, etc) and then it needs to be registered and get license plates and liability insurance.
