I think you need to look at the mechanics of the engine - rather than the prevention of the vibration. So where is the vibration caused? obviously the preventative measures are not good enough so you need to follow the vibrations beggining.
Alternativly go to a mechanixc!
Scrap it !!
A little more information is needed. Year, Model, Engine type -- Gas vs Diesel, number of cylinders, non turbo vs turbo, Manual or Automatic trans.

Once we have that info we can possibly make some educated guesses other wise we're just shooting in the dark.
I agree with WOOHA. Here are some further suggestions.

Try to determine whether the problem happens at a particular speed (engine speed) or at all speeds. If the crankshaft is out of balance it will generate vibration. Perhaps one of the big-end bearings is worn.
Flywheel.
Rebuild the engine.
