Answers:
Don't if you're under 17. CBT's entitle you to ride up to and including 125cc motorcycles at 17 but only 50cc and 31mph at 16. get caught and you'll get done for no license and no insurance as your CBT validates them both.
Be careful
I had a Piaggio NRG derestricted from new, and it would do 55-60mph and that was before I changed the exhaust!! Not sure about your ped, but it should be ok from new!! Just mind you don't get pulled over!
