There is no legal minimum age,but the pillion must be able to rest thier feet on the passenger footpegs,if they cant reach them they shouldn't be on there.
Personally,I would also make sure they can confidentally hold on to the rider or grabrail(if fitted).My sons have been riding pillion since about the age of 7,I wouldn't have wanted to put them on the back when they were younger than that.

there is currently no limit on the age that a person can ride pillion as long as there are suitable footrests fitted to the bike.

the only requirement is that the passenger is able to have his feet on the rear footrests..properly! however,you can buy a buddy belt(fits round the waist of the driver) and has two handholds at the back..for the pillion..but of course helmet and good quality motorcycle protective clothing should also be worn..(saw a guy recently on a bike with youngster on the back..driver flip flops shorts and vest..and helmet..youngster..plimsols,sh. t shirt ,and helmet..tore past me in excess of 75 mph..in a 40!!not one ounce of protection other than helmets.
just make sure they can reach the foot pegs or fit some foot pegs higher up so they can reach, helmet must be a proper fit ,
carried my sons hundreds of miles on the back of my bikes,
from 4 years old at that age they had learned to sit still & hold on,
jut use commonsence i fited a back box so they had somthing to lean on.

if you dont go daft & put those grab handles you can buy that goe round your waste you should have no problems just think safe,
I don't think age is a factor apart from the fact that for obvious reasons babies and small toddlers don't have the leg length to reach the foot-rests which is a legal requirement,but if they are tall enough you can get some equipment to tether them to the rider for safety.
