Can a car move if u didn`t push the hand-brake down?

Yeah, I did it in my first car, I moved off without releasing the hand brake. It was harder to control, so I noticed it after about 50metres, and released it.

If its a manual and its in neutral, Yes it can move, If its an automatic and not in park , Yes it can move, always use ur handbrake, or put a brick infront of or behind ur wheel, lol.
If it is on a hill it might go forward or backwards depending which way u r parked.That's y u r supposed to turn the wheel in or out so as it wont go into traffic it will just rest against the curb.

YOU BET IT CAN AND WILL. IF YOU FORGET TO RELEASE IT THE MOTOR AND TRANSMISSION WILL CREATE MORE THAN ENOUGH TORQUE TO DRIVE THE CAR FORWARD OR REVERSE. IF THE BRAKE IS NOT RELEASED, IT CAN CAUSE SERIOUS DAMAGE TO THE REAR BRAKES ON YOUR CAR. "BURNS THEM OUT AND THEN THEY WILL NOT WORK AS THE SHOES OR PADS ARE GONE.

you will be able to drive a manual with the parking brake on. but after a few miles it will stall on you.
