How do you get into the business of car designing?

Do you mean engineering design, or aesthetic design (styling)?
For engineering design, the best route is to take a degree course in mechanical engineering or automotive engineering. A sandwich course is best, because it gives you experience that will prove valuable when you start applying for jobs. In the UK Loughborough, Brunel, Birmingham, Coventry and Imperial College graduates are probably most common in the industry.
For aesthetic design, you'll need to go to art college and study industrial design or (preferably) vehicle design.
There are a few courses around the world that tend to be favoured by the studios, like the Royal College of Art in London, or the Art Center Pasadena in California. Look at which college shows are featured on CarDesignNews (http://www.cardesignnews.com/site/home_/. for inspiration.

Long way starting by specialising in mechanical engineering.SEVERAL YEARS OF EXPERIENCE..working the car buisness and making your way to the top..Designing itself is one of the hardest jobs to get because of the eternal rivalry between companies which hire the best in the world..it's a very tender buisness that requires innovatin ALL THE TIME.
Earning a master's degree in mechanical engineering with specialization in automotive design would be a good start. It's a tough business to get into!
you need to either do a technician engineer apprenticeship at one of the top car manufacturers or go to uni and study design engineering
Get a Ph.D. in art.
