Would a full pressure tubo replace low pressure one in a 1994 saab 9000 cse?

No need for engine mods unless you want to take it over 20psi, in which case the Aero parts wouldn't do you any good anyway.
The answer is no your engine was designed for low psi turbo the engine management system would have to be reprogrammed
No you would cause severe damage to pistons and exhaust valves, your engine is designed for the low blow turbo.

Pistons would have to be changed, oil cooling jets would have to be installed, bigger intercooler or charge cooler required, different cyl head, higher spec valves, ECU reprogrammed.
