Have a Mechanic Check the grounding system. If you are pressing buttons and lights start dimming or if the battery get weaker, it could be a ground problem. Also have the Mechanic check the battery's cold cranking amps to determine the correct battery and have him check the Positive and negative battery terminals and cables.If everything checks out, have him check the motors that operate these.They could be frozen and need replacement.
If the car starts every time then the battery is fine.
Maybe the connection from the switch to the battery is loose.

the only place those two circuits are connected is grounding points, run some cable from the battery - to the - part of the circuits you are testing.
if the volts dissapear it is your chassis connections to the negative pole of the battery, or the motor is full of water like mine was in my mk2 gti, take it out tread on it and connect jump leads to the cables CAREFULLY coz they can jump out from under your foot.
if it works the motor is ok, try it with all of them, if they all work check switch connections for corrosion,
if that is ok, then check your main cable to the chassis.

have you checked that the motors are even there, didnt know they put power hoods on windows on that age of golf.
