Say that he lives with his parents, title his car in his parents name, and then when filling out the insurance, say that it is the parents car, but they want to include the 18 year old on the insurance so that he can drive it from time to time. This will probably only raise the parents insurance slightly, and then the 18 year old could pay the difference. This is assuming the parents have a good insurance record.
Compare quotes from different companies. Believe me, your coverage is only as good as what you pay for. Trying to get by with lower coverage will only hurt you in the long run, especially with an inexperienced driver.
In the UK, just stick on the parents policy as a named driver. Or join the Army, you get insured to drive anything.
