If the laws are like those in Ireland, yes. Up to this year all Irish cars and road signs were in MPH. They were changed to KPH however old cars still have MPH speedometer's. It's up to the driver to convert one to the other and obey the 120KPH limit.. and there is little or no "letting you away" with getting it wrong!

Yes you can just because your car has kph it does not give you an excuse to speed. 100kph = 64mph
Yes. There is no reason why you cannot get a conversion sticker which can be placed over your current speedometer to show you what your MPH is.
There are no excuses for speeding. its a fine and points on your licence also your insurance can be affected if you get caught more than once.
