The most common way of restricting motorbike engines is to fit restrictors between the carbs/throttle bodies limiting the amount of fuel /air mix getting into the engine. They are sometimes fitted into the the exhaust or exhaust outlet but this is uncommon. Take the carbs/throttle bodies off and have a look for a restrictor(you will know it when you see it) and remove from the system. Refit everything and get the bike set up on a dyno. You may be lucky and the restriction is in the fuel injection software(can't remember if that bike is injected or carbed) in which case a trip to the dyno and and few ££ will have it sorted.
Have heard that Jap bikes have the valve timing angle adjusted to reduce top speed & emisions..not sure if the GSX1400 had this designed into the bike.If it was you can move the cam sprocket round one tooth & get an increase in performance.? Suzuki dealer that races bikes would know..
Its probably electronic. you may need a module to plug into ECU, probably not available yet. If you need to go faster, twist the throttle further and dont change gear until you hit a least the redline I think ignition timing retards in first and second gear to stop bike killing you
Always remember if you derestrict a bike it might invalidate your insurance.
It would therefore be a complete waste of time derestricting when you can't ride it on a public highway.
