My son is looking for any information on the traffic laws between 1877-1890 especially speed limits?

They didn't pull over horse and buggies for speeding.
Traffic laws at that point in time didn't exist because traffic didn't exist. Cities were small and walkable.

You are kidding right? In that time period, there were approximately four cars in the entire world. You would be better off asking about rules regarding riding horses.
