By the roadside in the UK..?

There are solar panels on posts and also next to a speed camera near me is a large green box with what appears to be a light bulb and something else on the top of it, this is protected by a wire cage.

Does anybody know what either of these two things do or are for?

Answers:
They are devices used to watch you, the government have placed them there specifically to watch you, they know what you do with your computer and so do i, if your not carefull you'll go away for a very long time.
Now you sitting there thinking is this having me on or does he actually know what i have done? ha ha ha look out of your window, im the one parked up in the red car, dont try to chase me, i will have pulled away by the time you get outside.
Were always watching you..
The solar panels on the signs are there to power them and a little light on the box is there to show it is working.
Its a new way of recording how many people in a 2 mile radius are sniffing their fingers.
I believe they are traffic counters and cameras to check on congestion, depends what type you have could also be to check on pollution.
Sounds a bit like one of them air pollution monitoring stations. If you want to make it seem like the air pollution's worse than it is, go and blow cigarette smoke into the thingy on the top.
They mean you neeed to slow down and keep up with the speed limit! My son had a nasty surprise with one of those . He got a fine and 3 points on his licence so be careful!!
They are just pollution / air quality monitors.

They are NOT speed cameras, traffic counters or any secret conspiracy.
THEY ARE THERE TO NOTIFY DRIVERS FROM BOTH DIRECTIONS OF SPEED AND APROACHING VEHICLES AND THE BOX IS A SOLAR PANEL RUN OFF SUN LIGHT TO KEEP IT CHARGED UP ALL SELF -CONTAINED
