if you have an 80's or early 90's model your pre-pump in the fuel tank is not working if you start the car, lift the carpet in the trunk area, ther is an access port, round cover with 3 screws holding it on remove the cover and put a screwdriver to the top of the tank, and other end to your ear and listen for a humming noise. if not there or your main pump under the car seems louder than usual the pump in the tank is not working. they cost about 90 bucks for it. you also need to get a new pick-up screen if it doesn't come with the new pump. good driving

It sounds like, and may be, a vacuum leak, open hood and search for disconnected black hose. If you find one look with in reach of the end of that hose for a silver colored stub that fits the hose and plug the hose back on it. If you're lucky.
Don't dry steer it. Get the car moving slightly and then give it a lock. Either that or take it to the mechanic.
If it's stalling, your power steering pump might be a bit broken
hi my boyfreinds old car used to do this but it was a ford, when he filled the car with petrol (full) it didnt happen im not saying it will defently work or anything but its worth a shot.
sounds like vac hose but without looking cant b certain,obviously. buy a haynes manual or take it to a garage

Either way, it is evidently a fuelling problem and I would suspect that a combination of fuel pump (whether mechanically fed via the camshaft or electronic single point fuel injection) and carb / injector failure. If carb'd the unit may benefit from an overhaul, if carb is Pierberg 2e2 then find a bin and replace with a Weber 32/34 DMTL twin down-draught. May even be related to fuel tank/ filler neck debris contaminating the petrol in older Golfs.
