unless you have access to the dvlc database yourself then you cant. you could try hpi but i doubt they would tell you who it belongs to, only if it is recorded or has finance owing.

Put the description of the motorcycle in the local newspaper or you could call the police. They could track the owner.

The DVLA wont help you - its confidential information protected by the data protection act.
Put an ad in a bike magazine like BSH.
you can check via dvla.gov.uk but it costs you and you have to have a good reason for wanting the information . but you can check if it is still in use though via the vehicle enquiry section just pop the details in and it will tell you if it is due for tax/mot .
tell a police man (or woman) that you have just seen a hit and run. give him the reg number and he will do a PNC check then all you have to do is stand close to him with your pen and paper and get the details when the radio operator gets back to him. saves paying the dvla.
