It s a car counter!
Honestly, if you look on the road surface near it you will see and large bow tie shape cut into the raodsurface. This is the tar infill which hides a cable. As a car passes over it the box recognises the change inthe magnetic field in the cable and adds "one" to its counter. The solar panel cahrges the battery that powers is all. So at least that bit is environmantally friendly.
Its for the people who have the raod maintenace contracts, their contract is dependant on traffic flow.
How do I know, well I use to sell the solar panels to the company that make the green boxes!
