You can look in the yellow pages unted the heading "auto titles", and get one of these companies to do it for you for a fee, or you can do it yourself, by contacting the Dept. of Motor Vehicles in your state.
If you are in Britain contact the DVLA they should be able to help you.
Just surrender the handicap tags for regular ones.
Best way is go to your local DMV and reregister it.
