It is not how many cars, but how long it is taking for the cars to move. If they are moving at crawl space and taking an hour to go a quater mile, then it is a traffic jam.

Traffic jams are generally considered to be when the traffic is stationary, or at least very slow. I don't think it's about number of cars particularly.
Tractors or other slow moving vehicles are supposed to move over when they have 6 or more vehicles behind them I believe.
