Can someone from the US drive a car on an American licence over here(UK) while on holiday?

Yes, for the same reason you don't need a visa to visit the UK (close diplomatic ties). A US driver's license is valid in the EU (and any EU license is valid in the US). You'll have to get insurance, but all rental companies should include it automatically when you rent a car with a US license.
