Try looking at Use of Invalid Carriages on Highway Regulations 1988.

A class 3 invalid carriage must be under 150kg unladen, be capable of speeds of between 4-8 mph, 4mph only on pavement, have a speed limiter for use on the pavement, a horn fitted and a max width of 0.85 metres. It does not require a driving licence, insurance or MOT but must be operated by someone at least 14 years old.
