What was the surface of the road covered with in the 1900's? It always looks like sand.?

well in the 1900 most roads had what ever was natural to the area but some roads had what is called Chip & Seal but that was very rare but for the most part it is what ever was natural to the area cause they didnt have real cost effective ways to haul a long distance then so what you see is what has been there befor the road was there
