When buying alloywheels from a dealer, should the correct spigot rings be supplied to fit your car?

if you buy them from a reputable dealer, yes.

but to be honest, it all depends on the small print.
Unless ya have a very unusal car, the alloys should come pre-drilled for your PCD (distance between the bolts) and for the correct offset, (the distance from the inside hub face to the outside edge of the wheel) Have a look at alloy wheel manufacturers website and they will have a chart of offsets and pcd's.
it would be sightly better if u put them but otherwise bolts would self-centre the wheel if torqued with the right seqence and force.
