The chassis number of your car indicates that it was first registered for road use in japan, and is therefore considered a Jap import.
The Toyota parts department of a friendly Toyota dealer would order it like any part for the car, but he may say he is too busy to find the part number of this booklet as it is hell on earth (but not impossible) to uncover the part number for these books.
However you must persist as it is your only affordable / viable option to get the book that was first issued with this Starlet.
You could try a copy of the UK equivalent of your car but it would probably not have details for some of the more interesting accessories as fitted to your car.
Please note that the Japanese owners manual will be printed in Japanese, though the Japanese owners manuals are very heavily overlaid with self explanatory graphics.
If I were you, I would buy a copy of the UK and, the Jap handbook!!

You can either go to a Toyota Dealership, or call the Toyota Brass' 800 # and get it. I know you can get one though. About every 13 years I buy a 10 yr old Toyota!
