50cc Scooters?
They seem to make so much noise shouldn't there be some kind of noise limit law on them.

Yeah. It seems that some bikes are expected to comply with local noise pollution ordinances, and some don't. Maybe the scooter guy had Harley envy.
There ought be a law but if it exists its rarely enforced. Don't worry, due to lack of experience or pulling out in traffic with a lack of power will usually cure the problem
I'm not aware of any special law on such machines, and because they're not all that common in comp[arision to cars (well, that's the story in the crime-ridden slum I reside in anyway), so I don't think they can really be too bothered.
The noisiest scooters alll have two-stroke engines, which of course, do sound like wasps, and to an extent, goes somewhere to explaining why the Vespa was so called.
If you don't like the two-stroke insect noise, then you'll be happy that two strokes are more or less slowly disappearing, in favour of quieter four-stroke engines, in machines such as the Honda Zoomer (Honda no longer sell road-going two-stroke motorcycles), and the new Yamaha Giggle. They're even better on fuel, too.

Years ago I had a DKW 197 c, you could barely here it running,
I wonder if they realise that by removing baffles and so on, they actually do away with the back pressure which keeps the fuel air mix in the crankcase so that it gets burned, do away with back pressure, leads to less fuel to burn, it`s all gone out of the exhaust.
