Transport Internationaux Routiers - and I knew this because we often eat at Relais Routiers restaurants in France - they are transport cafes that are of a decent quality and a cheap price! You can tell the really good ones because of all the lorries outside!
I knew what it stood for, I just did not know that in English it means "International Road Transport". The TIR Treaty is a system to allow sealed containers to travel between countries without requiring extensive border checks at each intermediate country.
