Car Registration Number ?
Just to clerify that I don't need the driver's personal details or his address though.
Answers:
Are you talking about the VIN number (that's a 17 digit number) or are you talking about a plate number? If you are talking about plate number, you should be able to contact your local state agency and get the vehicle information because it's not proctected by the federal privacy act (only personal information like your name, address, SSN is protected) and they should be able to tell you what type of vehicle it is and what the make is. If you have a VIN number, there are many vin decoders on the internet that can help you find out what the vehicle's description is. Here's the one I use:

Heck, put the vin number out here and I'll decode it for you if you'd like or e-mail me (ms2542ml@yahoo.com).
Nope - just put in the Reg details and vague description - that should be enough.
DVLA has a vehicle check site that also tells you whether the vehicle is taxed at the moment
The only computer which allows this level of access is the DVLA's or the Police National Computer.
No, but report the reg number to the police and they should follow it up, thats why we pay them!
go to the dvla website have a look on there if not give them a ring they should be able to help you (number on the website)
If you have a mate in the police get them to check it out. If not then, as you said, the information is optional so why go to the extra hassle
Yes there is! Several states offer it on its DMV or BMV website.
no call the owner or leave it blank x
For £9.95 you can try https://www.mycarcheck.com/
What you can do is go to http://www.tescofinance.com/personal/fin. and get a quote for the insurance type in the reg plate and when it comes up with the quote you also have the van details (hopefully).
