Does anyone know where the clutch cable adjuster is on a peugeot 406 hdi 1.9 diesel 1999 model?

I don't think there is one. If the clutch is hydraulic it is not adjustable.Being a relatively newer car it most likely will have a slave cylinder actuation with a reservoir on the fire wall. If you feel it is out of adjustment chances are your clutch is too worn for the slave cylinder to automatically adjust for.
