yeah i think you have to have recieved the notification in the post within 2 weeks of the flash - if you dont then you have grounds for saying - i can't remember..
There is a time limit, not sure how long but someone did tell me once they have up to six weeks.
I remember reading in the newspaper that it's 14 days from the offence being committed.

You should be issued with correspondance within 14 days of the flash. This is called the notice of Intended prosecution. You should reply to this stating who was driving the vehicle if it wasn't you, but this has to be done within 28 days of recieving the N.I.P, Then they will send you a notice of conditional offer, his is the £60, and 3 Points, but failure to accept this, you could recieve upto 9 Points and £1000 Fine.
