get a provisional license, then pass a basic off road test (cbt) and then its whatever test you choose based on how old you are as some restrictions apply.
make sure you know how to drive a manual transmission first.. then study and take the written test for a motorcycle license. you could take a class, but it costs a lot. you have 60 days depending on the state to take the driving test. so, get a bike and practice. if you know anyone with a dirtbike, it's a good start.. wear a helmet for your own sake. get a friend to teach you if you've never rode or take a class, i think they provide a bike for exams and it will lower the insurance.. i've been riding my whole life, defensive driving is the key.. always assume that you're invisible to all traffic.
You need a provisional licence first then bike leathers, helmet and gloves. Then get a moped or small engined bike and most importantly get lessons and go for the bike test.

2 buy safety equipment (helmet: brand new and fit to you, motorbike jacket, leggings, boots and armoured gloves)
3 buy your motorbike of the sort that you hope or wish to get a full license with, not exceeding the legal requirements of your license restrictions in cc's
4 ride for a year take a few lessons then take test when you feel ready
5 if you want a sports bike don't go over 600cc until you've ridden post-test for at least two years
6 expect to crash whether its your fault, inexperience, or someonelse's fault

Learn how to ride a bicycle. Take a course. Get a used motorcycle. Wear a helmet. Know that you will fall at some time.
first thing I would suggest is taking a motorcycle safety course. In texas that will let you get your liscence without a riding test( so you don't need a bike first). then you can ride the bike you buy home. If you bought one from a dealer, some places they won't let you ride it without a liscense.( happened to my nephew, had to have the salesman ride it home)
