Do the chips(resisters) off of e-bay that claim to give your car an extra 15 -20 hp actually work?

Not really, what they do is make your engine management system think the car is running cold all the time so what they do is alter the timing slightly and puts more fuel into the system,, basically the car runs quicker and feels more responsive but as for a 20hp gain, doubtful,, worth getting though as it will make a difference
It doesn't work for all cars though, make sure the temp sensor coming from your air intake system only has 2 wires and not 3, coz it wont work if there is 3 wires.

yes, but you really need a programer and need to learn how to use it. If you set the car up for highway driving and then go hot rodding, it will be worse. That is the nice thing about the new chips, with a hand held programer, you can reset the power curve to fit how you are driving at that moment. more HP or better fuel mileage. Check out TWO GUYS GARAGE. they always have tips on this.
