I have tried fitting stub axle inside the brake hub but the brake shoes stick out i have tried it outside but there doesnt seem to be enough room to fit into swinging arm i am tottaly lost as to what is wrong thanks Tommy.

Your description sound wrong. there is no stub axle inside the brake. there is a spacer that goes inside the oil seal in the sprocket centre though. I cant imagine your problem, it's very straight forward.
i believe that somthing is wrong on the fit.please reassess
Doesnt it have a 'cush drive'? should seperate drive sprocket/brake assembly from wheel and fit into swing arm first.
I guess you bought it in boxes?
