Whats the differnce between full PLG (sva) and agricultural registration on a quad bike?

I ride a road legal Quad, and I was thinking that!! I think the difference is that a Quad for agricultural purposes can only be driven for short distances on a public road.
It sucks that you have to pay the same as a car for tax!!
Agricultural registration only allows road use for limited distance to/from agricultural land.
