The London underground 1995 stock is newer then the 1996 stock can you explain this?

The definitive answer is that the year given as a stock is the year of final design and first order-placing and has nothing to do with delivery dates.

the 1996 stock was ordered years in advance and was just waiting to be delivered after being built the 1995stock was ordered after this and was built after the 1996 stock. also they are of different class of locomotive
Underground tube stock is named by the year that the stock is planned to enter into service.
Both were built to follow on from each other (with the Jubilee built first). The specificiation for Jubilee trains was set in stone during the early 1990s, which is why the nothern line trains have an improved interior and a more modern Three Phase power control (meaning they don't sound so bizarre).
Both types have GEC Alsthom/Metro Cammell/Alstom 1996 which ever type they are.
A second batch of 1996 stock trailer cars and a couple of new trains were built in 2005
