If i were stood on top of a train traveling at 30 mph and ran forwards would i be faster than the train?

Yes you would be, from the perspective of a person standing on the ground. Your speed would be the train's speed plus the speed you're running at.

Why not do it inside a passenger train? Far safer and legal!
