I am a UK citizen but haven't passed my practical driving test yet in this country and am wondering whether or not I can learn to drive in another country. I will only be living there on a short term basis, and will have a visa but wont become a foreign citizen or anything. Can I learn to drive in another country without my licence or do I need this first?

Try France, nobody would spot you at all.
You will need to check in the country you are going to as most countries have their own laws,but will you be in this other country long enough to learn.You need also to take into consideration any language barrier.

What country? I know in the US it would be ok, having a UK license means nothing over here in terms of getting a US license.
