You will be charged as there is a cost for the time spent inside the taxi. Also the distance counter only has the ability to calculate distance (whether posive or negative). The distance counter is similar to your own cars mileomitor. Afterall, if you did 20 miles in your own car forwards and then 20 miles back, the mileometer would read 40 miles travelled. Have you seen Ferris Buellers Day Off with Mathew Broderick - he borrowed his fathers car and ran up a huge mileage. His stupid friend told him to put the car on bricks, wack it into reverse and do the same mileage so that it returned to zero - it didn't work and the car fell off the bricks and smashed into the back of the garage. Good film.
But, back to the question in hand, the answer is no but it would be nice if the taxi drivers did give some money back. Alternatively, watch Red Dwarf (episode called 'Backwards') - in that programme, the taxi drivers always give you the money not the other way around.
Never go backwards in a cab. The BO from the driver will kill you instantly, the he will steal your wallet.
