I have some old wheels from a pram, an old bath but I'm short of ideas. I don't wish to put a few planks of wood undernith as a drive shaft holding on the wheels but I can not think of another way of putting them all together.

You should check aroung for used go kart frames, old lawn mower engines, if you can weld you can make your own frame you can buy a welder for under 100 bucks, there is a bunch of sites too, google search or yahoo search "how to build a go kart" for some ideas good luck have fun and be safe
I would buy one instead it might be expensive but at least theres less chance of it blowing up and him dying
