Why won't American diplomats pay the road toll in London?

This is a serious question for local people.

Answers:
Diplomats are exempt from paying taxes and the US embassy (as well as the embassies from a number of other countries) believe the congestion charge is a tax. London council contend that it is not a tax, but a charge for services in the same way that paying to go on a toll road is a charge for services.
Why won't diplomats in the US pay for anything?
International agreements say that diplomats do not have to pay local taxes. The road toll is seen as a tax.
It seems that this is how diplomats work everywhere
Diplomatic Immunity -Same reason Diplomats from other countries who go to the US don't get justly arrested or charged for drunk driving, rape, and murder when they have committed the crime.
