Is it illegal for a dealer to sell a moterbike with the speedometer and mileometer inoperable?

My son bought his first bike, an Aprilia RS50 2004 for £1,600. When delivered, it has no speeometer or mileometer operatable. Garage says a cable has come loose and is leaving him to fix it. Can they do this? I thought this would be illegal because of possible clocking?

In the UK it's illegal to use the bike without a working speedo. Therefore under UK consumer law if the bike was sold as a road legal bike it is; "Not fit for the purpose it was purchased for" and should be taken back to the dealer for repair. I would say it depends what your state laws are or where ever you live it varies from place to place on such things. but I say it is not proper to sale a motorbike with out it workin.

It is legal to sell it as long as fixed before used on the road and the buyer is awere of it or it come under the trade description act
In the United States the only way they can do that is if they have told you that it was inoperable before the sale. If upon delivery it was broke then they are responsible for repairs. This falls under the consumer fair standards act, but not only that it is just poor business to not stand behind what you sell.
